BOF: build FOSS group and promote FOSS in colleges

I am a student on third year in Beihang University. It's not long I join open source community, but I have got much harvest when involved in BeijingLug, Beijing Open Pary and other groups.

I have met some leaders of FOSS groups from other universities, I think we have many ideas to share. In this BOF, we can discuss:

1. How to set up a open source user group in a college
2. How to promote open source in college, among students and teachers
